"The total amount of unemployment benefits paid in 2009 was $76.8 billion." $7.1 Billion of this went to people who were legally ineligible for it. Fraud accounted for $1.55 billion and $2.27 billion came from MISTAKES by state agencies. They say they were understaffed to meet the growing need.

It includes surveys to determine the settings of the prostitutes and the number in each city, as well as interviews to describe their "unique vulnerabilities" and the impact of behavioral risk.
